
The European Commission has launched the Citizen Energy Advisory Hub (CEAH), a pioneering initiative that promotes a bottom-up approach to the energy transition, enhances citizen participation and strengthens the social dimension across EU countries.
As Europe moves towards a more decentralised and decarbonised energy system, the Advisory Hub will serve as a key resource to help local communities, citizens, municipalities, NGOs and small businesses control their energy bills by consuming their own renewable energy and reducing or shifting their energy demand.
How can CEAH support you?
CEAH supports citizen energy initiatives through technical assistance, capacity building, peer-to-peer exchanges, and practical resources.
Technical assistance
Energy communities will be able to apply for up to 50 days of free technical assistance for your citizen energy project to support with:
- Capacity-building: to design, launch, and professionalise projects by offering guidance on energy-sharing, consumer protection, support schemes, and long-term skills development.
- Investment and financing: to provide tailored financial planning, early-stage investment guidance, fundraising strategies, and training to boost financial literacy and confidence.
- Advisory: to help with technical and technology design, regulatory frameworks, digital solutions, and communication strategies.
- Stakeholder engagement: to support inclusive community involvement through citizen dialogues, behavioural insights, and targeted engagement of vulnerable or underrepresented groups.
Practical resources
CEAH will help you better understand how to support or become an active energy citizen by:
- Sharing best practice examples from diverse citizen energy projects
- Publishing guidance documents for newcomers for both newcomers and experts
- Assessing national legislation
- Developing technical factsheets
- Mapping citizen energy projects across Europe
Networking and peer-to-peer exchanges
CEAH will offer opportunities to participate in discussions shaping a just and inclusive energy transition, allowing you to have your voice represented and engage with peers and experts through networking opportunities and engagement platforms.
