Finnvera is Finland’s state-owned financing company that provides loans, guarantees, and export financing to enterprises. Its mission is to complement the private financial market by financing projects that are economically viable but cannot obtain sufficient funding from commercial banks alone. It plays a major role in supporting SMEs, cooperatives, renewable‑energy investments, and the green transition. Finnvera supports investments, working capital, business development, and renewable‑energy or energy‑efficiency projects, but does not provide grants, OPEX subsidies, or staff‑time funding except through loans. 

Finnvera can finance up to 80% of a project’s total financing need (loan or guarantee).
