Description of the fund
The GSE mechanism provides 20-year economic support to renewable energy communities and self-consumption configurations through: 1) a“tariffa premio” incentivising shared renewable energy, 2) a“corrispettivo di valorizzazione” reimbursing grid-related tariff components on self-consumed energy, and 3) an optional payment for energy injected into the grid. The scheme rewards hourly shared energy between producers and consumers within the same grid area and is designed to promote decentralised renewable generation and collective consumption.
Application process & requirements
Eligibility is restricted to formally established configurations for renewable energy sharing (CACER), including Comunità di energia rinnovabile (CER), gruppi di autoconsumatori, and individual remote self-consumers. These configurations must consist of natural persons, SMEs, local authorities, or other public/private entities that voluntarily participate and are connected within the same primary electricity substation area, ensuring local energy sharing. To qualify, the community or group must be legally constituted before submitting the application and must appoint a“referente” responsible for managing relations with the GSE and submitting the request via the dedicated portal. Eligible projects are limited to renewable electricity installations (≤1 MW per plant) that comply with technical, administrative, and environmental requirements, including EU state aid rules (e.g. exclusion of firms in difficulty and compliance with the DNSH principle). Finally, eligibility depends on the ability to demonstrate measured electricity production and consumption data, as the incentive is granted only on the share of energy effectively produced and consumed within the configuration on an hourly basis.
