Description of the fund
The call aims to reduce greenhouse gas emissions and improve energy efficiency in multi-apartment buildings, as well as public and municipal buildings in Latvia. Financial support is also available for the establishment and development of energy communities, promoting local, collective energy production and self-consumption.
The following is supported under the call for proposals:
Purchase and installation of renewable energy equipment to ensure energy production for self-consumption (for apartment owners who do not use their property for economic activities, including renting it out, the condition that at least 80% of the energy produced by shared equipment will be used for self-consumption on an annual basis) from renewable energy sources and the supply of energy for self-consumption:
- a solar collector system with a storage tank;
- a heat pump;
- a solar power plant, including solar panels and an inverter, with or without connection to the public power grid.
Purchase and installation of equipment for the storage or accumulation of generated energy. The storage equipment must store at least 50% of the energy generated annually by the renewable energy equipment connected to it.
Application process & requirements
Applications for support may be submitted by a person authorized by the apartment owners of a multi-unit residential building, including building managers, property managers, apartment owners’ associations, as well as other interested parties—energy communities, state and local government agencies and their capital companies, and public-private capital companies.
Support will be available for the purchase of electricity and heat generation equipment—solar panels (including batteries), heat pumps and solar collectors, infrastructure construction related to the operation of this equipment, as well as the preparation of the necessary technical documentation.
The amount of funding will vary depending on the type of project applicant. The total funding for the purchase and installation of renewable energy equipment in apartment buildings will be 10 million euros, while for state and local government institutions it will be 7.6 million euros, and for energy communities – 9.2 million euros.
The aid intensity, calculated as a percentage of the project’s total eligible costs, will be up to 70% for apartment buildings and energy communities, and 80% for state and local government institutions. However, if the provision of support for the project within the framework of the competition qualifies as aid for commercial activities, the aid intensity will not exceed 65% of the eligible costs of the renewable energy equipment.
If the project involves installing heat generation equipment (heat pumps, solar collectors) or electricity generation equipment (solar panels), the building must meet an energy efficiency class of at least “D.” This condition does not apply to buildings that are part of an energy community.
Multiple project applications for different buildings may be submitted in the competition.
