Overview of the national policy framework for energy communities

In October 2023, Bulgaria amended its Law on Energy from Renewable Sources, where it defines renewable energy communities (RECs) and 'civil energy communities' (CECs). The Law on Energy, which was also amended in November of 2023, makes a couple references to CECs. The Law on Energy from Renewable Sources provides a basic definition of RECs and CECs. The amendments lay out requirements for the development of an enabling framework for both RECs and CECs, although most of these provisions simply replicate EU rules.
